It is also knows as “the treasury of Nizam-i Cedid Army”. It is the budged anointed in 1793, with the command of Sultan Selim III, in order to cover the expenses of the Nizam-i Cedid Army. In the meeting directed by the sultan, it was decided to emerge a separate budget from the usual incomes. This new budget made for the military expanses and called as Irad-i Cedid. According to the laws of Irad-i Cedid, the control of daily income’s and expenses’ bills were given to the minister of Irad-i cedid. In the end of year, these bills were given to the finance ministry and there a balance-sheet was prepared and the income excesses were transferred to the treasury of Irad-i Cedid. This budget was abolished with the dethronement of Sultan Selim III, during the Kabakci Mustafa revolt, and the money accumulated there was transferred to the imperial treasury. |
